Heather Gilmer, P.E. has worked for the Construction Division of the Texas Department of Transportation since 1999. She holds bachelor's and master's degrees in civil engineering from the University of Massachusetts and the University of Texas, respectively. She is a member of the Bridge Subcommittee of the American Welding Society (AWS) Structural Welding Committee and chairs the fabrication task group of the AASHTO/NSBA Steel Bridge Collaboration.
Charles E. Quade, P.E., Vice President of Huitt-Zollars, Inc. has more than 25 years of experience as a structural engineer. His experience ranges from research, design, inspection, analysis, and rehabilitation of major bridges on highways, freeways, airports, and a variety of other transportation projects. He has an in-depth knowledge of the design of steel, reinforced concrete, prestressed concrete, post-tensioned concrete and cable stayed bridge structures. Certified as a bridge inspector by the National Highway Institute, Charles has determined bridge load ratings as a result of his extensive experience in the rehabilitation design of highway bridges. Recent experience includes his work as Structural Engineer of Record and Project Manager for preparing the construction documents on (Margaret Hunt Hill Bridge or Margaret McDermott Bridge ). This bridge is one of three “signature bridges” for the Trinity River Corridor project in Dallas, Texas. The (Margaret Hunt Hill Bridge or Margaret McDermott Bridge ) was designed by renowned architect Santiago Calatrava.
